The Vancouver Fraser Port Authority is responsible for the
stewardship of the Port of Vancouver, Canada’s largest and most diversified
port. Our mandate as a Canada Port Authority, as set out by the Canada Marine
Act, is to enable Canada’s trade objectives, ensuring goods are moved safely
and responsibly through the Port of Vancouver. That means providing
infrastructure and ensuring the safe and efficient movement of marine traffic
and cargo within the port. It also means we carry out reviews of proposed activities
and developments on federal port lands and waters to determine whether a
project can go ahead without impacts to the environment and community that
cannot be mitigated.

The manager, financial planningand analysis, is responsible for ensuring strong financial management and
decision making at the corporate port authority level. This role will be a
business partner to support VFPA in providing financial analyses of, and
business case development support to, capital and operating projects/programs,
including advising on the development of supporting revenue structures. This
position also provides consolidated variance analysis to operating departments
and capital programs and manages the development of VFPA’s five-year financial
plans and capital plans, annual operating and capital budgets, and balanced
scorecards, management reports, and KPI dashboards. Working with the supported
divisions, this position will from time to time participate in external
commercial discussions and negotiations.

What you do:

  • Managethe provision of financial analyses of capital and operating projects/programs,including providing recommendations for appropriate operating margins,commercial terms, and strategies to manage financial risk, and generallyproviding financial guidance and inputs to departments as required to driveimprovements in business performance.

  • Developbusiness cases to support the organization’s decision making, includingconsideration of alternative approaches, analysis of key risks, and developmentof mitigations where optimal.

  • Guideand review the financial analysis of VFPA’s fees and leases where they supportoperating programs.

  • Managethe development of VFPA’s five-year financial, capital and borrowing plans andannual operating and capital budgets, including risk, sensitivity, andaffordability analysis.

  • Advisedepartments in management of costs through the provision of accurate, complete,and timely variance analysis and assist in the formulation of follow-up actionplans.

  • Advisedepartments with the development of project cost estimates and updated budgetsand forecasts.

  • Managethe development of VFPA’s annual balanced scorecards, including efficiencymetrics and subsequent progress reporting.

  • Managethe development of processes and system tools relating to financial planningand performance reporting.

  • Plan,implement and review departmental staffing requirements for areas ofresponsibility, including the determination of clear position descriptions,accountabilities, and reporting arrangements to optimize service delivery toall stakeholders.

  • Liaisewith Human Resources to ensure the effective selection, training, andperformance management of staff.

  • RepresentVFPA in negotiations, at conferences and conventions, and in the media asrequired, ensuring clear communication of the business strategy and keymessages, and the presentation of a positive and professional image of thebusiness.

What you bring:

  • A Bachelor of Commerce or Business Administration degree with aconcentration in Finance, or equivalent.

  • A professional accountingdesignation.

  • Minimum of 5 years ofrelated experience at a management level.

  • Mustpossess excellent communication and public speaking skills.

  • Proficientcomputer skills, especially spreadsheet, are essential.
