To help achieve our business plans, Bruce Power currently has an opportunity for a Technical Officer supporting the Ready for Service Program of the Major Projects Division.

This is a temporary position for the period of up to 18 months.

The Technical Officer – Ready for Service supports the Bruce Power, Major Projects Division during the Major Component Replacement projects by ensuring that all work closure activities and work documentation are completed to allow MCR units to return to service. This covers all work performed during MCR, including related Asset Management and Lifex work. The successful candidate will demonstrate uncompromising high standards and participate, as required, in all aspects of the Ready for Service team accountabilities listed below.

Specific Accountabilities:

  • Support MCR by providing guidance on the Project Close-out, MCR System Window Closure, System Available for Operations (SAFO) and Return to Service Milestones

  • Maintain and enhance the interface with Regulatory Affairs and the CNSC regarding completion of the CNSC Hold Points required for unit return to service.

  • Coordinate with MCR, PMC, Lifex, Engineering, Supply Chain and the Regulators to ensure effective closure of all outstanding issues related to Ready for Service.

  • Administer the RFS System Open Items List (SOIL) for assigned areas of responsibility.

  • Ensures the scheduling of the resolution of all SOIL items are reflected in the MCR schedule and tied to the required System SAFO milestone.

  • Coordinate site activities for addressing cross functional issues necessary to allow MCR unit return to service.

  • Maintain the SAFO and return from Lay up schedule tracking and drive open items to closure. Ensure that closure satisfies Operational and Engineering requirements.

  • Administer reports that provide consistent status, monitor performance, and escalates issues to appropriate management for resolution

  • Ensures that System Window Close-outs, Systems Available for Operation, and Return to Service Milestones package are complete and ready for presentation to support the overall progress of the MCR and the MCR unit Return to Service.

  • Coordinates the collection of all documentation required to support System Available for Operation and RFS Milestones, including documentation reflecting closure of open items.

  • Coordinates the necessary meetings for presentation of the SAFO packages and the RFS Milestone Challenge meetings and pre-meetings to ensure alignment across multiple groups.

  • Maintains, organizes and tracks information and deliverables for return to service across the complete duration of the MCR outage.

  • Coordinate with regulatory commitment management to ensure all regulatory issues with the potential to impact MCR unit return to service are acceptably closed.

  • Coordinate with all involved groups to prepare reports on readiness for service on a monthly and quarterly basis to support all Major work windows and milestones.

  • Track and follow up on closure of all assigned issues and open items working cross functionally to achieve the lowest cost alternatives to closing issues through the responsible organizations.

  • Perform OJT (On the Job Training) to peers and junior staff based on the RFS process, procedure or supporting software tool updates as the MCR progresses. They will be required to deliver presentations to involved groups periodically to keep relevant stakeholder groups informed of RFS Program/process changes.

  • Interface with all levels within the organization and with MCR vendors.

  • Require a thorough knowledge of all Readiness for Service Process Procedures (BP-PROC-000342 sheet 6 and accompanying Forms) and associated documentation.

  • Required to make process and procedural updates and revisions under direction of the RFS Manager.

  • Provide administrative support to the RFS Manager as required, including providing input to business planning, performing focused area self-assessments, preparing performance reports on internal processes and activities, etc.

  • Provide RFS Manager coverage as required

  • Builds strong cross-functional work relationships with other Bruce Power departments to continuously improve performance and to remove emergent challenges that may prevent the achievement of SAFO deliverables.

  • Works with Program managers to set overall strategy and objectives for the Ready for Service Team

  • Require a thorough knowledge on using Maximo, MS 365 Skills and P6.

  • Accountable to inform Program managers of issues, risks, threats, and opportunities to the Ready for Service deliverables. They are also accountable to provide analysis of options, recommendations, and recovery plans.

Skills and Knowledge:

  • The successful candidate must possess the following attributes and skills:

  • Experience in the support and optimization of business processes

  • Experience in safety analysis and engineering

  • Effective analytical, problem solving and decision making skills

  • Excellent verbal and written communication skills

  • Good interpersonal skills

  • An understanding of the Canadian regulatory environment as it pertains to the licensing of CANDU reactors and their supporting facilities

  • Knowledge and experience in the design, operation, and maintenance of nuclear power plants and their supporting facilities

  • Knowledge of physics, chemistry, metallurgy, mathematics, electricity, instrumentation, engineering and economics to technically understand the operation of nuclear power plants and their supporting facilities

  • Experience in large nuclear projects and a strong ability to influence others in a matrixed relationship are considered an asset.

Education and Experience:

  • This knowledge is considered to be normally acquired through a (4) four-year technical degree in an appropriate discipline such as Engineering, Mathematics or Science

  • A period of over 6 years and up to and including 8 years is considered necessary to gain this experience
